WIA Title I Eligibility Requirements

Picture of Older Man being HelpedTo qualify for training under Title I of the Workforce Investment Act you must meet the following eligibility criteria:

  1. You must be a citizen of the United States, or be legally authorized to work in the United States.

    Documentation: You will need one of the following pieces of documentation to prove your status:

    • Birth Certificate
    • Current U.S. Passport
    • Alien Registration
    • Certificate of Naturalization
    • If a veteran, DD-214, with place of birth verification
    • Accepted I-9 Documentation, such as: California drivers license or ID card along with Social Security card.

     

  2. If you are a male, citizen or non-citizen, born after January 1, 1960, you must be in compliance with selective service registration requirements.

    Documentation: You will need one of the following to prove your Selective Service status:

    • Selective Service acknowledgment letter
    • Selective Service Registration card or form
    • Selective Service information letter
    • Stamped Post Office Receipt of registration

     

  3. Picture of 3 Women staring at paperworkYou must fit the definition of a "Dislocated Worker" by meeting one of the following criteria:

    1. Have been terminated due to a plant closure that included substantial layoffs at a single site.
    2. Have been terminated, or have received notification of termination, as a result of layoff, and be eligible for, or have exhausted, your unemployment benefits, and be unlikely to return to your previous industry or occupation.
    3. Displaced Homemaker
    4. Have been self-employed as a result of poor general economic conditions or due to a natural disaster.

     

    Documentation: You will need one of the following to prove you are a Dislocated Worker:

    • Employer notice, on company letterhead, indicating plant closure or lay-off
    • Check stub or severance pay documentation with company's and employee's names
    • Unemployment Insurance records from California Employment Development Department.
    • Social Service Records
    • Court Papers corroborating separation/divorce

     

  4. You must have a Social Security Number:

    Documentation: Your Social Security Card
