SUBJECT: The Talent Scout Component (Registration Into and Exit From Core Activities)
Purpose of Bulletin:
Universal services are a major activity under the Workforce Investment Act. Congress designed a workforce development system that would service a significant number of people without barriers. When there is a lower unemployment rate, it is expected that there will be a higher number of job seekers in core services and fewer job seekers in intensive and training services.
Therefore, it is important to register and exit people as they succeed using the core services being offered by the one-stop career centers. The positive outcomes of job seekers registered in and exited from core services will assist in achieving the performance standards of the area. Registering and exiting job seekers that experience success in core activities will allow the area to serve more high-risk people with barriers and still meet performance goals.

Each one-stop career center should have talent scouts in the resource room looking for job seekers who are using the core services and who appear to have a significant probability for success. Partners can be enlisted in searching for job seekers that could benefit from core services to find a job. Job seekers may be co-enrolled with partner programs to enhance the performance of both agencies. The one-stop career center may choose to register the identified job seekers in WIA at any time during the core activities. The job seeker only needs to complete one core activity to be eligible to be registered. The center will then decide the appropriate time for exit during the core activities. The center will be responsible for the follow-up activities for the job seeker after exit.
There may be a few registered job seekers that for unforeseen reasons may not achieve the success that was anticipated. If the center determines that they may need intensive services, the job seeker must complete the same activities required by any other job seeker that wishes to be considered for intensive services. The talent scout concept is not a fast track into intensive services. It is intended to allow for registration into and exit from the core services to enhance performance.
