TO: One-Stop Career Centers

SUBJECT: Individual Employment Plan

Purpose of Bulletin:

The Workforce Investment Act and the Department of Labor Regulations require that every individual registered into intensive services must receive an Individual Employment Plan. Per the Regulations: “The Individual Employment Plan is an ongoing strategy jointly developed by the participant and the case manager that identifies the participant’s employment goals, the appropriate achievement objectives, and the appropriate combination of services for the participant to achieve the employment goals.”

The Individual Employment Plan was developed by an open work team, which included representatives of the Workforce Investment Boards, the one-stop career centers, EDD, the Community Colleges, the Department of Aging, and the Social Services Agency. The team decided to only address the Individual Employment Plan and not discuss how assessment should be documented.

Procedure:

There are two attachments:

 WIA Individual Employment Plan (t) is formatted for use on the computer with protected areas and tabs

 WIA Individual Employment Plan Post-Dec10jz is formatted for use by computer or by hand.

Action:

The ACCESS One-Stop Career Centers will use the attached Individual Employment Plan for all participants registered into Intensive Services. Each one-stop career center may use its own forms for the assessment process.

The Individual Employment Plan is designed to be developed jointly by the job seeker and the case manager. Therefore, the plan needs to be clearly written in terms that are meaningful to a job seeker. The template includes five steps. The forms can be expanded to include as many steps as needed.
