SUBJ: Revisions to the WIA Adult and Dislocated Worker
Eligibility Determination Verification Procedure
Technical Assistance Guide (TAG)


Purpose of Bulletin

There have been several Action Bulletins outlining new processes and procedures related to customer eligibility for the WIA Title I program. This bulletin provides replacement pages for your local copy of the TAG to use in the process of eligibility determination.

Policy

Action Bulletin #8:
Requires each One Stop Career Center to have a Civil Rights and Complaint procedure in effect to address discrimination issues based on race, color, creed, disability, national origin, six, age, political affiliation or beliefs. The Certification/Information Processing Unit (CIPU) of the Alameda County Workforce Investment Board (WIB) has developed a form that the customer signs upon completion of an application for the WIA Title I program affirming receipt of the complaint summary form.

Action Bulletin #9:
Allows the One Stop Career Center to refer a customer for eligibility determination who has not completed the Steps to Success referral process, but who has a significant probability for success in obtaining or retaining employment. The C/IPU has developed a Talent Scout referral form that the career counselor completes to refer the customer for eligibility determination.

Action Bulletin #10:
Requires each One Stop Career Center to use the Individual Employment Plan form developed by an EASTBAY Works open work team. The Individual Employment Plan is an ongoing strategy jointly developed by the customer and the case manager that identifies the participant's employment goals, achievement objectives, and the combination of services to achieve the goals.

Procedure
Replace or Insert:

Civil Rights and Complaint Summary Procedure: REPLACE the cover, the last page of the index; page 1; page 64 and page 65 of the TAG.

Talent Scout Referral process and form: REPLACE pages 6 - 8, and 60 - 63 of the TAG.

Individual Employment Plan: INSERT page 65A in the TAG.

Action
The One-Stop Career Centers must determine and maintain WIA eligibility documentation and verification in the case file that is sufficient to guard against serving ineligible applicants.

The new forms and processes are effective immediately.
