SUBJECT: Comprehensive One-Stop Career Center Certification
Purpose of Bulletin:
The Local Workforce Investment Board is authorized, with the agreement of the Chief Local Elected Official, to certify one-stop operators. The certification assures that each one-stop operator meets the minimum standards included in the Workforce Investment Act. The four Workforce Investment Areas included in EASTBAY Works have worked together to create the criteria to assure standard criteria in all of the one-stop career centers across the two-county region.

Procedure:
The Alameda County Workforce Investment Board Staff will use the EASTBAY Works Comprehensive One-Stop Career Center Certification Criteria for One-Stop Career Center Operators to determine if a one-stop career center is qualified to provide the one-stop career center services. Upon receiving the certification, the one-stop operator will be authorized to receive Workforce Investment Act funds.
Action:
A one-stop career center must be certified using the attached criteria prior to receiving funds to provide services under the Alameda County Workforce Investment Board system. The Alameda County Workforce Investment Board Staff will review the one-stop career center written explanation of how the center will meet the criteria. Once the center meets the criteria, the Staff will make a recommendation for certification by the Alameda County Workforce Investment Board at their meeting.

The EASTBAY Works Comprehensive One-Stop Career Center Certification Criteria for One-Stop Career Center Operators
The one-stop career center system was introduced by the Federal Department of Labor as the organizing vehicle for transforming the current fragmented array of employment and training programs into a coordinated information and service delivery system for individuals seeking first, new or better jobs and for employers seeking to hire new workers.
The Workforce Investment Act, which was enacted in 1998, provided the legislation, which institutionalized the one-stop career center system. The seven key principles of the Act are:
1. Streamlining Services 2. Empowering Individuals 3. Universal Access 4. Increased Accountability 5. Strong role for local workforce investment boards 6. State and local flexibility 7. Improved youth programs
In California, the one-stop career center system is called WorkNet. The State created its own draft vision:
California’s workforce investment system will advance the State’s role in the global economy, offer all Californian’s the opportunity to maximize their employment potential, provide employers with a highly skilled, dynamic workforce, and support California’s economic growth.
In response to the national and state direction, EASTBAY Works was created as a regional one-stop career center system. The system is a network of employment services throughout Alameda and Contra Costa Counties. Each one-stop career center will act as a catalyst for community activity around employment issues.
As part of the system, EASTBAY Works has developed a set of certification criteria, which each one-stop career center operator must meet to become a comprehensive, full service center. The certification criteria listed were based upon the Workforce Investment Act. In order to qualify as a comprehensive one-stop career center, each community partnership must meet all of the criteria. Since the requirements are mandated, waivers cannot be granted.
Once the certification criteria are met, a center will receive certification and will be declared a fully participating member of the EASTBAY Works system.
