SUBJECT: On-the-Job (OJT) Policy


Purpose of Bulletin:
The Local Workforce Investment Board is required under the Workforce Investment Act to set policies for Adults and Dislocated Workers using training services that define time limits and dollar limits (caps). The Operations committee was advised that EASTBAY Works was working to establish regional guidelines for ITA’s and OJT’s. The Operations Committee felt regional (EASTBAY Works) guidelines should be adopted. Staff was directed to continue to meet and bring back the regional recommendations. The EASTBAY Works Procurement Team met on July 12, 2000 to set forth and agree on regional guidelines for ITA’s and OJT’s.

Concerns about retention, skill transference, minimum employer contribution and wage recovery were taken into consideration.

Policy/Procedure/Definition:

1. On-the-Job Training (OJT) Policy

a. OJT’s will be limited to $5,000 or 520 hours, whichever occurs first.

b. Under special circumstances, on a case by case basis and with proper justification, a counselor could request a waiver to exceed $5,000 from the One-Stop Manager.

c. Employers must contribute at minimum, the California minimum wage or 50% of the OJT whichever is greater.

d. Wherever possible a minimum 5% increase should be negotiated upon successful completion of OJT or exiting from the program.

e. ITA’s and OJT’s can be combined as long as it stays under the $5,000 cap. Under special circumstances, on a case by case basis and with proper justification, a counselor could request a waiver to exceed $5,000 from the One-Stop Manager.

f. OJT’s will apply to both adults and dislocated workers


Action:

Effective 9/23/00 the above policy is required.
