QUESTIONS AND ANSWERS

Q1. Could you please give us an idea of the number of universal clients served?
A1. An average of 38-48 universal customers use the Resource Room each day. The center averages 40-50 new universal customers each month.
Q2. Is it all right to include attachments with the RFP?
A2. It is all right to include attachments.
Q3. Is there a page limit on the RFP?
A3. There is not a page limit on the RFP.
Q4. Are letters of support from the mandated partners required?
A.4. No, letters of support are not required. Mandated partners must sign the RFP to show their commitment to the bidder’s RFP. The partner signature page can be copied to include all the mandated partners.
Q5. Do you want one budget for the adult funds and one budget for the dislocated workers funds?
A.5. Yes, we need two separate budgets.
Q6. How do we show leveraged resources in the RFP budget?
A6. The proposal budget has a “Leveraged Resource” column and a “Source of Funds” column. Since the Workforce Investment Act (WIA) funds do not cover the total costs of a one-stop career center, the one-stop career center operator will need to contribute resources to the activities. In addition, partners will need to contribute to the center. Examples of contributions include funds, free services, staff time, free rent, and supplies. The budget will show the combination of WIA funds, operator contributions, and partners’ contributions. The total will reflect the support of the activities outlined in the narrative.
Q7. What equipment or other items will be available for the use of the successful bidder?
A7. It appears that the number of items purchased with WIA funds is fairly small. For purposes of this RFP, the bidders should plan on developing the one-stop career center with the PY 2005/2006 WIA funds, operator contributions, and partners’ contributions.
Q8. How does a private-for-profit agency show profit?
A8. As noted in question Q6, it is not expected that an agency would generate profit from operating the one-stop career center. It is expected that the successful bidder would invest some of their own resources in the center.
Q9. Could you please share the One-Stop Career Center Certification Criteria?
A9. The criteria have been e-mailed to all the agencies that attended the Bidders’ Conference.
Q10. Will you share the list of Bidders’ Conference attendees?
A10. The list of Bidders’ Conference attendees has been e-mailed to all the agencies that attended the Bidders’ Conference. In addition, it has been posted on the ACWIB website located at www.acwib.org.
Q11. Does the successful competitor need to be based in Alameda County?
A11. No, anyone may apply.
