SUBJECT: Revised Rapid Response Policies and Procedures for PY 2005 - 2006

PURPOSE OF BULLETIN:

The purpose of this bulletin is to inform One-Stop Career Center Site Managers and staff
As to the updated Rapid Response Policies and Procedures for PY 2005 – 2006. The original Rapid Response Policies and Procedures were established in PY 2001. This bulletin further clarifies the roles and responsibilities of the Rapid Response Team, partners and the One-Stop Career Centers in the delivery of Rapid Response services.

POLICY/PROCEDURE:

One-Stop role for Rapid Response and subsequent services to eligible dislocated workers:
h Participates in Orientation (when deemed necessary by the Rapid Response Coordinator)
h Provides Core Services
h Provides Intensive Services
h Determines if sufficient funding is available to provide services if not, notifies Program Specialist
h Assists with job placement
h Provides post-placement services
h Distributes customer satisfaction surveys

BACKGROUND:

Each year the Rapid Response Team reviews and updates the Rapid Response Policies and Procedures to reflect changes in the law, change of procedure and/or changes in staff assignments. The only change for 2005/06 relates to the Employment Development Department’s Trade Adjustment Act (TAA) Coordinator. The New TAA Coordinator is Mary Jacobs (see IX. RAPID RESPONSE TEAM CONTACT INFORMATION on page 13).

ACTION:

Effective 7/01/05. One-Stop Site Managers or their designee are required to participate as directed by the Rapid Response Coordinator for layoff and/or closure events in their local communities. The One-Stop Site Manager will be notified by the Rapid Response Coordinator when their participation is deemed necessary. The Rapid Response Coordinator is the single point of contact for all layoff and closure events and is the only person responsible for initiating contact for services with the company. No one should be contacting the company except the Rapid Response Coordinator. Rapid Response is a WIB activity. Any questions concerning any and all dislocations will be directed to the Rapid Response Coordinator.
