TO: All One-Stop Career Center Site Managers

DATE: September 30, 2005

SUBJECT: Policy and Procedure for Reimbursement or Payment for Job Related Tools or Equipment or Occupational Training Related Books, Uniforms, etc.

Purpose of Bulletin:

The purpose of this bulletin is to inform One-Stop Career Center managers and staff as
to the requirements to provide reimbursement or payment for job related tools
and/or equipment and Occupational Training Related Books, Uniforms, etc.. Effective
immediately, specific tools and/or equipment for an On-the-Job Training (OJT) position
that are required as a condition of employment or books, uniforms etc. that are required
for an Occupational Training class may be paid for through the “Training Pool” funding.

Policy Definition:

Where an employer or training provider requires specific tools and/or equipment for an On-the-Job Training (OJT) position or books, uniforms etc. for an Occupational Training class, the Workforce Investment Board (WIB) will allow up to $500.00 to be spent in addition to the cost of the OJT or Occupational Training.



Procedure

For OJT’s:

1. The employer must state in writing using the OJT Tool/Equipment Authorization Form, that the tools and/or equipment are a condition of employment.
2. A copy of the OJT Tool/Equipment Authorization Form must be put in the participants case file and a copy and a copy sent to your Program Liaison for processing
3. You must include tools/equipment on the original OJT form submitted to the Oakland Private Industry Council (OPIC).

For Occupational Training:

1. The school must state in writing using the Occupational Training Supplies Authorization Form, the books, uniforms, etc. are required for that class.
2. A of the copy of the Occupational Training Supplies Authorization Form must be put in the participants case file and a copy and a copy sent to your Program Liaison for processing
3. You must fill out the OPIC ITA request form, where asked for type of training, use the box titled “Other” and enter the Books/Uniforms/etc. on the line titled “List”.

The requirement for specific tools and/or equipment for an On the Job Training (OJT) position or books, uniforms etc. for an Occupational Training class must be part of the Individual Employment Plan (IEP) and documented in the participants case file. Authorization Forms will be provided to each One-Stop. Payment may be made directly to the Employer or Occupational Training Provider or their designee. When a participant requests a personal reimbursement all original receipts must be attached. Any expenditure under this policy must be entered into the “Grant Checkbook” under the “Other” category.

Action:

This policy and procedure is effective immediately. Please distribute this to appropriate client services staff.
