SUBJECT: New Activity Codes for Tracking Youth Training Activities
Purpose of Bulletin:
The purpose of this bulletin is to inform the Youth Service Providers and staff about the new Activity Codes created to track youth training activities.

The JTA system is the primary method of tracking program activities provided to youth enrolled in the Workforce Investment Act (WIA) programs. To provide Local Workforce Investment Areas (LWIAs) the option to track unique activities, the JTA system provides Activity Codes 90-99 to be set up for use by the Local Areas. Paid Internship with private or public employer
Training to prepare for taking the GED exam
Training in development of learning skills, communication skills, interviewing skills, punctuality, personal maintenance, employer expectations and professional conduct enhancing the youth’s move to self-sufficiency.
Training in a structured learning experience in the workplace for a limited period of time, either paid or unpaid, in the public or private sector.
Training in occupational skills.
Training in skills to prepare for an apprenticeship program.
Training in skills to build a self-employment opportunity.
The Alameda County Workforce Investment Board (WIB) staff, in preparation for new Common Measure performance and to collect more specific information about the training opportunities for youth, felt the need to track enrollment and completion of training activities for all youth. By using these new codes, we will have more data to analyze the impact of common measures on our current system when training is a factor.
WIB staff acknowledges that many providers are providing training services to youth in a variety of areas. Prior tracking methods fail to capture this important data. It will be especially important with the new measures regarding Placement in Employment/Education* and Attainment of Degree/Certificate for youth ages 14-21.
NOTE: *Education refers to participation in secondary school, post-secondary school, adult education programs, or other organized program of study.
Action:
Effective July 1, 2005, the youth service providers will utilize the new activity codes on the MIS enrollment forms to track the beginning and completion of training activities for their youth participants.
Providers will continue to utilize Activity codes 70-76 when working with youth on non-training activities related to basic skill, occupational skill, and work readiness skill development.
When a training activity is deemed appropriate for a youth participant, the Individual Service Strategy (ISS) will be updated, outlining the need and the plan for training based on the assessment and/or testing. Appropriate case notes will accompany the ISS.
Training provided to a youth participant to augment other activities will trigger an enrollment using the appropriate training activity code, with an estimated completion date set consistent with the intended length of the training program.
Upon completion of the training activity the program provider will submit the enrollment form closing out the training activity, regardless of whether the youth participant remains active in the WIA program.
