SUBJECT: Steps to Success – Employer Initiated Referral Form


Purpose of Bulletin:
The purpose of this bulletin is to inform the One Stop Career Center site managers and staff about the new Steps to Success – Employer Initiated Referral Form, and the subsequent changes to the Postponement of Steps Referral Form.

Background:
In January 2001, The Alameda County Workforce Investment Board (ACWIB) implemented the “Steps to Success” process. The standardization of the client flow guarantees that customers will receive a minimum of Core self-directed services prior to being referred for enrollment into WIA funded programs.

In July 2001, ACWIB staff, in conjunction with a focus group of partners, agreed to allow “exceptions” to the Steps process for applicants for WIA Adult and Dislocated Worker programs who have issues precluding the completion of Steps to Success prior to enrollment.

In October 2006, ACWIB staff, in conjunction with a group of WIA site/case managers, agreed to amend the definition from exceptions to Postponement of Steps to Success to clarify that a condition of this referral is that completion of the Steps to Success activities: One Stop orientation, the resume step, and the interviewing and job search step will be completed prior to exit, and be documented on a Steps to Success Form to be submitted along with the exit form.

In December 2006, ACWIB staff reevaluated the Postponement of Steps to Success option in relationship to Employer initiated training projects like Customized Training and/or On-the-Job Training. A decision was made to modify “Steps to Success” to recognize that applicants who will be entering Employer Initiated Customized Training and/or On-the-Job Training will not necessarily require the completion of all Steps to Success.

Therefore, when an Employer initiates the request for training, the One Stop Career Center case manager can verify that the applicant completed a minimum of one (1) of the Steps to Success, such as: attended an orientation, had an “employment ready” resume, or demonstrated effective interviewing skills to complete eligibility for WIA funded services.

The requirements for use of this employer initiated referral are: (1) the participant successfully completes the training, (2) receives a certificate of attainment, and (3) is hired or remains employed with the employer initiating the training. Documentation will be maintained in the case file and reported on the exit form.

If the participant does not successfully achieve these requirements, a completed Steps to Success Form must be included with the exit form verifying that the participant completed the remaining two (2) Steps to Success prior to exit from WIA funded services.

The revised Postponement of Steps to Success Referral Form no longer includes the Employer initiated Customized Training and/or On-the-Job Training.

Action:
Effective retroactively to 7-1-06:

1. All One Stop Career Centers will utilize the Steps to Success – Employer Initiated Referral form, when the participant eligibility for WIA enrollment is based on a Employer initiated customized training project and/or on-the-job training request under the Adult and Dislocated Worker programs.

2. The requirements for use of this referral method are: (1) the participant successfully completes the training, (2) receives a certificate of attainment, and (3) is hired or remains employed with the employer initiating the training. Documentation will be maintained in the case file and reported on the exit form.
