SUBJECT: Implementation of Statewide Waiver for Customized Training
PURPOSE OF BULLETIN: The purpose of this bulletin is to inform all One-Stop Career Center Site Managers, Employer Services Representatives (ESRs) and Business Services Representatives (BSRs) that for Customized Training there is no longer a 50% match requirement

BACKGROUND: On October 23, 2006, the State of California received approval for three statewide Workforce Investment Act (WIA) waivers submitted to the Department of Labor (DOL) in adherence with the WIA Final Rule.
One of these waivers relates to Customized Training and its implementation in our Local Area.
California requested a waiver of the requirement that employers must match at least 50 percent of the cost of customized training. The waiver granted by the Department of Labor (DOL) allows the use of a sliding scale in order to encourage greater employer participation rates:
• No less than 10 percent match is required of employers with 50 or fewer employees. • No less than 25 percent match is required of employers with 51-100 employees. • No less than 50 percent match is required of employers with more than 100 employees. ACWIB approved implementing this waiver in our local area at their May 10, 2007, meeting.
ACTION: ACWIB will negotiate the employer match for customized training contracts under the new waiver rules. Please share this information with your staff and partners.
