Resource Sharing Agreement with Cost Allocation Plan

SUBJECT: Resource Sharing Agreement with Cost Allocation Plan


Purpose of the Bulletin:

Each one-stop career center will develop a Resource Sharing Agreement with a Cost Allocation Plan between the center and the partners that meets the criteria established by the Alameda County Workforce Investment Board and the Workforce Investment Act.

Background:

The Workforce Investment Act (WIA) Regulations require that each partner must contribute a fair share of operating costs of the one-stop delivery system proportionate to the use of the system by individuals attributable to the partner’s program. The Resource Room is the focus of the Resource Sharing Agreement with the Cost Allocation plan (RSA/CAP). It is the service arena in the One-Stop Career Center where customers are not identified as enrolled in either WIA or a partner program.

Technical assistance will be provided for the one-stop career centers to develop the Resource Sharing Agreements with the Cost Allocation Plan, which illustrate partner contributions and benefits regarding Resource Room activities.


Action:

1. The ACWIB process will be followed when developing a Resource Sharing Agreement with a Cost Allocation Plan.

2. For PY 2006/2007, the Cost Allocation Plans have been completed. The Resource Sharing Agreements now need to be approved and signed by the contributing partners. The signatures on the Resource Sharing Agreement need to be submitted no later than July 25, 2007 (15th working day of the month).

3. For PY 2007/2008 and beyond the process as outlined below will be followed:
a. Technical Assistance will be provided for the one-stop career center staff from September 1 – December 31 of each year to develop the Cost Allocation Plan for the Resource Sharing Agreement.
b. The signatures on the Resource Sharing Agreement and the Cost Allocation Plan will be submitted no later than the 15th working day of January.
c. The timeframe for the Resource Sharing Agreement with the Cost Allocation Plan will be July 1 – June 30.
d. The Resource Sharing Agreement with the Cost Allocation Plan shall be modified if a partner is added or lost.
e. The Resource Sharing Agreement with the Cost Allocation Plan will be monitored during the annual Fiscal Monitoring.
