SUBJECT: Out-of-School Youth barriers
Purpose of Bulletin:
The purpose of this bulletin is to inform the Youth Service Providers about the required and allowable documentation to meet the out-of-school barrier.
Background: In order for a youth applicant to participate in a WIA funded program they must be eligible. An “eligible youth” is one who meets the following general eligibility criteria:
(A) is not less than age 14 and not more than age 21; (B) is a low-income individual; and (C) is an individual who has 1 or more of the following barriers: (i) Deficient in basic literacy skills. (ii) School dropout. (iii) Homeless or a runaway. (iv) Is or was a foster child. (v) Pregnant or a parent. (vi) An offender. (vii) An individual who requires additional assistance to complete an educational program. (viii) An individual who requires additional assistance to secure and hold employment. (HS grads or 19-21 years of age only) These barriers are a requirement of eligibility and must be documented utilizing the Youth Barriers Checklist form.
However, if the youth applicant is also determined to be out-of-school, then an additional barrier must be met and documented to complete the eligibility review.
An eligible out-of-school youth is one who: (A) meets the general eligibility criteria to be an “eligible youth”, AND
(B) is a school dropout, OR
(C) basic skills deficient, AND (a) unemployed, OR (b) underemployed
This is where there have been some misunderstandings among the youth providers. In order to avoid confusion the Performance Team of the Alameda County WIB has created a new In-School/Out-of-School Checksheet to ensure this additional barrier is correctly documented in the eligibility file.
Action:
Effective immediately, all eligibility files submitted on or after today must include an In-School/Out-of-School Checksheet to ensure the correct education status has been determined, reported and documented. Information & Inquiries:
