SUBJECT: Updated Steps to Success Referral Form
Purpose of Bulletin: The purpose of this bulletin is to inform the One Stop Career Center site managers and staff about the updated Steps to Success Referral Form to document completion of the Core self-directed service activities necessary to verify eligibility for WIA Adult and Dislocated Worker programs.
Background: In January 2001, The Alameda County Workforce Investment Board (ACWIB) implemented the “Steps to Success” process. The standardization of the client flow guarantees that customers will receive a minimum of Core self-directed services prior to being referred for enrollment into WIA funded programs. A customer’s eligibility for WIA funded programs is determined through the sequence of tiered services. The Steps to Success process is consistent with WIA regulations that eligibility be determined at each service level.
In 2006, ACWIB staff discussion with One Stop Center staff uncovered misunderstanding generated from the language on the Steps to Success form. Therefore, ACWIB has amended the wording and is reissuing the Steps to Success form. The Core self-directed service steps remain the same, but how the customer completes the steps is broader, allowing for the customer to complete the steps through self-help, assistance at a One Stop Center, or assistance with another agency.
Action: Effective immediately, all One Stop Career Centers will utilize the updated Steps to Success form to report completion of Core self-directed service requirements as an eligibility component for Adult and Dislocated Worker programs.
