SUBJECT: Hourly Wage Calculator No Longer Required
Purpose of Bulletin:
The purpose of this bulletin is to inform the One Stop operators that the Hourly Wage Calculator is no longer a required form for the complete eligibility file.
Background:
The Hourly Wage Calculator form was developed to track the correct pre-application wages of Adults and Dislocated Workers in the WIA funded programs. The pre-hourly wage was used to gauge the necessary post-wage to meet the Earnings Change local area performance measure.
For local area performance for PY 2006-07, the Earnings Change measure has been replaced with the Average Earnings measure that calculates the average earnings of all participants exited during the performance period. Pre and Post wages are no longer used in the calculations; therefore, there is no longer a requirement to report correct pre-application wages.
The Hourly Wage Calculator may be helpful to ascertain the earnings potential of an applicant so if the One Stop operator wants to continue using the form that is fine, however, it is no longer mandatory.
Action:
1. Effective immediately, all eligibility files submitted on or after today need not include a Hourly Wage Calculator form.
2. An hourly wage MUST be entered in Box 83 on the application form for entry into the JTA system. The hourly wage can be the current wage of the applicant and/or the wage the applicant was earning at lay off. If the applicant has not worked during the prior 6 months please set hourly wage as 0.00
