SUBJECT: Updated Monthly Report of Financial Activity for the Youth Funds
Purpose of Bulletin:
The purpose of this bulletin is to inform the Youth Provider site managers about the updated monthly report of financial activity forms for requesting reimbursement of expenditures for the contracted Youth funds.
Background:
The updated report, in Microsoft Excel workbook format, includes new back-up line item details to track report period expenditures against cumulative year-to-date expenditures and the actual WIA allocation. This additional level of tracking will allow the Youth Providers and the Alameda County Workforce Investment Board (ACWIB) program liaison and financial manager to manage expenditures against the program year contract budget plan. The back-up line item detail must add up to the report itself thus providing documentation to justify reported expenditures.
ACWIB requires program operators to submit monthly invoices, from the effective date of the contract, regardless of whether the contract has been finalized.
Action:
Effective immediately, all Youth Providers will utilize the updated Monthly Report of Financial Activity to invoice for timely reimbursement of Youth funds.
ACWIB staff requires that each Youth Provider submit an electronic copy of the monthly report to both David Harkess, fiscal manager and Rosario Flores, program liaison for their review. A signed hard copy must be submitted to David Harkess by the 5th working day of the month for posting and submittal to the County auditor controller for payment.
