SUBJECT: The Work Number Employment & Income Verification Membership
PURPOSE OF BULLETIN: The purpose of this bulletin is to inform all One-Stop Career Center Site Managers, Career Counselors, Employer Services Representatives (ESRs) and Business Services Representatives (BSRs) that Alameda County Workforce Investment Board (ACWIB) has subscribed to membership with The Work Number an employment and income verification service on behalf of the One Stop Centers.
BACKGROUND: During 2007, the Tri-Valley One Stop Career Center and the Las Positas College youth provider asked ACWIB to look into membership with The Work Number, an automated service that provides over 1000 employers a variety of human resource and payroll services, including employment and income verification. In order to be a FREE user of the Standard Service, the user must be under a Social Services Agency umbrella. Linda Slater, MIS Manager, reviewed the rights and responsibilities of registering as a Social Services Agency on behalf of all the One Stop Centers. The Director, Dorothy Chen, agreed and in July 2007 ACWIB registered as a Social Service Agency for the FREE Standard Service. Access for the One Stop Career Centers is effective immediately.
For our contracted One Stop Career Centers to login to The Work Number verification system, ACWIB has set up secure/registered fax numbers for each One Stop Center, using the same fax numbers used to set up EDD UI Confirmations.
ACTION: The Work Number employment and income verification system can be accessed either online or by telephone. The following instructions will show you how to use the online or telephone verification system. We will begin with screen prints of the online system.
How to Use The Work Number Social Services Standard Service online verification:
1. Type in www.theworknumber.com/socialservices in the Internet Address box.
2. Enter your Registered Fax Number in the green Social Service Login box. Click GO.

NOTE: Please advise Linda Slater if your fax number should be changed or deleted. As a user you must maintain the information in a confidential manner and utilize the information solely for employment and income verification.
EXAMPLE OF PERMISSIBLE PURPOSE SCREEN Permissible Purpose When using The Work Number, certain obligations of the Fair Credit Reporting Act (FCRA) may apply to you. These include providing us with your identity and a purpose for your access to the verification information that is permitted under FCRA.
Select the applicable purpose below and click 'Continue'. Employee’s eligibility for a benefit granted by a governmental agency; - we are required by law to consider the employee’s financial responsibility or status; Determine child support payments - I represent a state or local child support enforcement agency; I am performing a review of an employee’s case, which enables me to collect pertinent employee information including employment and income, benefits, etc. Under a court order or a Federal grand jury subpoena; Employee has issued me written instruction to obtain this information; By selecting a Permissible Purpose above and clicking 'Continue', I certify the statement is true. 3. Choose Permissible Purpose - #3 Performing a review of an employee’s case….. Our Standard Service membership is for employment & income verification. ACWIB’s Standard Service Membership Agreement states that all agencies requesting verifications will:A. Use the system for access to Employment and Income verification ONLY.B. Maintain data retrieved in strict confidence using restricted fax numbers.C. Warrant that all agencies are covered under a government funded benefit or program.D. Ensure that all agencies have written authorization from the participant to verify employment and income. Participant signature on an authorization form constitutes agreement.All applicant files MUST contain the Authorization for Release of Information/Records, or an approved facsimile in order to meet agreement requirement D. 4. Enter the Employer (Company) Code. This is the employer the participant worked for that you are attempting to verify. There is a drop-down list of employers who utilize the Work Number system. 5. Enter the participant’s full nine-digit Social Security Number.6. Enter your name in the Fax Attention. How quickly will I receive the verification?If you are using the Standard service, your verification will arrive within 5 business days.Where Does The Work Number's Data Come From?The Work Number receives new information directly from its client's payroll systems on a "per pay period" basis. They do not manually key or scan any information into the database. Their clients send them information in a specified file format at specific time intervals. They "load" that information directly into The Work Number’s computer database.What information will be provided in the fax? Information not provided by the employer is left blank. Any inconsistency between the most recent start date and the total time with the company is due to prior work period. If you do not have access to the Internet you can request employment and income verifications by phone:
1. Call 1-800-660-3399 2. Enter your registered fax number and confirm your fax number. 3. Select “1” for Employment Verification 4. Enter Employer (Company) Code. (if you do not have the employer code, you can obtain a code list by entering “2” after registering your fax number. The employer code list will be faxed to you immediately.) 5. Enter Employee Social Security Number 6. Enter Your Phone Number and Extension (This enables the fax to be addressed to your attention).
REMINDER: Not all employers will be in The Work Number database, but it’s another FREE resource for exit and follow-up employment verifications. Good luck using the system.
