SUBJECT: Support Services in One-Stop Career Centers
Purpose of the Bulletin:
The purpose of this bulletin is to inform one-stop career center operators that Support Services Policies must include all the elements required by the Department of Labor.

Background:
The State of California during their annual program monitoring of the Alameda County Workforce Investment Board processes has indicated that the WIB must have a Support Services Policy that meets the citations listed above. In addition, each one-stop career center operator must have a Support Services Policy that meets the citations listed above.
The provision of accurate information about the availability of supportive services in the local area, as well as referral to such activities is one of the core services that must be available to adults and dislocated workers through the one-stop delivery system. Local boards must develop a policy on supportive services that ensures resource and service coordination in the local area.
Action:
The Alameda County Workforce Investment Board designates each one-stop career center operator as the provider of support services. Therefore, each operator must have a written Support Services Policy, which is available for participant review and is posted in the center.
Such a policy must address the following areas: 1) What are the types of support services available; 2) How such services will be available from other sources; 3) Who is eligible for WIA funded support services; 4) What are the procedures for referral to such services; 5) What are the limits regarding support services; and 6) How are the support services are documented.
If an operator does not use any WIA funds to provide support services, the questions need to be answered in the context of a referral system, which would still include documentation.
Each one-stop career center operator must submit a written Support Services Policy by December 1, 2007
