SUBJECT: Revision to the Individual Training Account (ITA) and On-the-Job Training (OJT) Policy


Purpose of Bulletin:

The Alameda County Workforce Investment Board (ACWIB) is required under the Workforce Investment Act to set policies, for adults and dislocated workers using training services, that define time limits and cost limits (caps). The purpose of this bulletin is to discuss the recent policy changes related to ITA and OJT.

Due to the limited amount of training dollars and the increased demand for ITA’s, ACWIB needed to reassess its ITA policies. As a result the Workforce Investment Board (WIB) approved revisions to the ITA limits at their May 14, 2009 meeting. This Action Bulletin establishes revised caps on ITA/OJT training costs, limits on ITA/OJTs and the number of ITA/OJTs allowable.

Policies and Procedures:

Revised Individual Training Account (ITA) Policies:

1. ITA’s will be increased from $3,000 to $5,000. Under special circumstances and
on a case-by-case basis with proper justification, a counselor could request a
waiver to exceed the $5,000 limit from ACWIB staff. Sequential training will be
permitted.

2. Maximum training time will be 2 years.

3. ITA’s and OJT’s can be combined for up to a $7,500 limit. Under special
circumstances and on a case-by-case basis with proper justification, a counselor could request a waiver to exceed $7,500 from ACWIB staff.

4. ITA’s will apply to both adults and dislocated workers effective from July 1, 2009
thru June 30, 2012 unless state or federal regulations require revision to the policies or more stringent limitations.

Revised On-the-Job Training (OJT) Policies:

1. OJTs will be be increased from $4,000 to $5,000 or 520 hours, whichever occurs first.

2. ITA’s and OJT’s can be combined for up to a $7,500 limit.
Under special circumstances and on a case-by-case basis with proper justification, a counselor could request a waiver to exceed $7,500 from ACWIB staff.

3. ITA’s will apply to both adults and dislocated workers effective from July 1, 2009
thru June 30, 2012 unless state or federal regulations require additional revisions to the policies or more stringent limitations.
