Q1. Whom do we contact if we have questions about the facilities of the current Eden Area One-stop Career Center?

Q.2. Whom do we contact if we have questions about the current operations of the Eden Area One-Stop Career Center?

Q.3. Of the current Eden Area allocation, what percentage is adult and what percentage is dislocated workers?
A.3. Of the current allocation of $695,576, 36.5% is adult ($254,301) and 63.5% is dislocated workers ($441, 275).
Q.4. Please clarify which partners are required. Please clarify what is needed in the RFP to show participation.
A.4. Under the Workforce Investment Act, the funding streams listed on page 12 numbers 1 –11 are mandated partners. The State has added numbers 12 and 13 as mandated partners. Please note that the list shows funding streams. One agency may represent more than one funding stream. For example, the Employment Development Department (EDD) represents funding stream numbers 1,6,9, and 11. It is expected that agencies that represent the mandated partners will sign the RFP starting on page 3 of the forms package. The signatures will illustrate that the bidder has a viable partnership, which is necessary to operate a one-stop career center. As the RFP explains, a one-stop career center is not just a program, it is a local collaboration of agencies who are interested in working together regarding employment.
Q.5. Please clarify what is necessary to show a linkage with the four areas: Castro Valley, Hayward, San Leandro, and San Lorenzo?
A.5. As noted in the RFP Forms package, page 8 number 4: At least one letter of support must be included from a partner in each of the four areas. A partner is defined as any interested agency. Examples could include the Chamber of Commerce, the YMCA, or the library. The letters are designed to show that a bidder will connect with the entire Eden Area and not just one or two of the areas.
Q.6. Please clarify the employer services 4% set aside.
A.6. Currently, each one-stop career center is provided a funding allocation. Of the funding allocation, 4% is set-aside to provide enhanced employer services. Centers are not required to serve job seekers with those funds. For example, a center received a $100,000 funding allocation. The enhanced employer services set-aside would be $4000. Since the current cost per participant is $4000, the center would serve one less job seeker.
Q.7. Is there a cost to use the Smartware system?
A.7. The Smartware software and training is provided at no cost to the one- stop career center. However, the center will need to purchase the Smartware membership cards, which are given to each job seeker in the Resource Room.
