SUBJECT: Enrollment into and Reporting of the Intensive Service - Short Term Pre-Vocational Services for Adults and Dislocated Workers enrolled in a Title I WIA program
Purpose of Bulletin:
The purpose of this bulletin is to inform the One Stop operators about the opportunity for enrollment into and reporting of the Intensive Service - Short Term Pre-Vocational Services for Adult and Dislocated Workers enrolled in a Title I WIA program through the one-stop.
Background:
The Alameda County Workforce Investment Board staff is clarifying that the following courses, offered through the Adult Schools are considered an Intensive Service – Short Term Pre-Vocational Services rather than a Training Service:
· English-as-a- Second Language (ESL) course · The Microsoft (Word, Excel, PowerPoint, Outlook) Computer courses · Basic Skills courses to improve math and English skills
Short Term Pre-Vocational Services includes the development of learning skills, communication skills, interviewing skills, punctuality, personal maintenance skills, and professional conduct, to prepare individuals for unsubsidized employment or training.
Participants may be enrolled in these short term pre-vocational courses, through an adult school, or other local educational agency, and still be eligible for occupational skills training through an Individual Training Account (ITA) or On-the-Job Training (OJT), as determined by an assessment and outlined in their Individual Employment Plan (IEP).
Action:
The following process must be followed, when the One Stop operator wants to report an enrollment into Short Term Pre-Vocational Services for an Adult or Dislocated Worker participant, enrolled in a Title I WIA program:
1. An assessment of need for a Short Term Pre-Vocational Service, as preparation for unsubsidized employment or training, will be completed.
2. Preparation of an Individual Employment Plan will be completed documenting the need for Short Term Pre-Vocational Services.
3. An Individual Training Account (ITA) form will be completed and submitted to the Alameda County Workforce Investment Board (ACWIB) (not OPIC) for processing.
4. The Short Term Pre-Vocational Service funds will be obligated through the ACWIB online checkbook process. Choose Training Type “OTHER”.
5. The participant will be enrolled into the Intensive Service – Short Term Pre-Vocational Services, activity code 38, utilizing the WIA enrollment form and the Staff-Assisted to Intensive Service determination form.
6. Attendance and completion of Short Term Pre-Vocational Services will be documented in the case file, and included in the assessment of need for occupational skills training or on-the-job training, as needed to obtain or retain employment.
7. A copy of the Certificate of Completion will be retained in the case file.
