The Alameda County Workforce Investment Board and Youth Policy Council announces the availability of a Request for Proposals for youth activities authorized under Chapter 4, Title I of the Workforce Investment Act (WIA). The area served with these funds encompasses all of Alameda County outside the City of Oakland, which operates its own WIA programs. All proposals must comply with the following guiding principles in order to be given consideration for funding:

The purpose of the year-round targeted youth strategy is to provide effective and comprehensive activities that include a variety of options for improving educational and skill competencies and provide effective connections to employers to economically disadvantaged youth ages 14 through 21 with WIA defined barriers to employment. It is the intent that delivery will be provided through strong collaboratives that create a broad-based system of coordinated services, well linked and networked throughout the community. The programs and services must be easily accessed by eligible youth using public transportation and have high visibility within the target population. Successful bidders must have demonstrated that they can work in a positive way with disenfranchised youth and that their interventions are client-centered, client driven and flexible enough that services can be tailored to meet the individual needs of the eligible youth. There must be the capability to provide long-term intervention and follow-up as well as have built in processes for customer feedback and continuous improvement enhancements.

Please be certain that the WIB Department has recorded your name, agency, street and e-mail address, phone and FAX number at the time you obtain or request the RFP Application Package. This will ensure that you receive any subsequent notifications related to the RFP. The Application Package will be available on Monday, December 18, 2000 after 1:00 PM. The Submittal Deadline is Thursday, February 1, 2001, no later than 5:00 PM.

This deadline applies to all methods of submittal whether hand-delivered or mailed to the WIB offices. Faxed or e-mailed copies of applications or any portion of the applications will NOT be accepted at any time, under any circumstances, for any reason.

Two Bidders’ Conferences have been scheduled for the convenience of prospective bidders. Either one or both of the sessions may be attended.

The purpose of the bidders’ conference is to inform all interested parties of specific requirements and allowable activities under WIA and the RFP. Neither conference is mandatory; however bidders are encouraged to attend either session. Please bring a copy of the RFP to the conference.

Q: What is the website for the Alameda County Workforce Investment Board?
A: http://www.acwib.org

Q: The chart on page 7 of the RFP guidelines shows percentages of economically disadvantaged youth per Local Area. Is this data based on the 2000 census?
A: No. The census 2000 data will not be available until 2003.

Q: Who will be responsible for certification of eligible participants?
A: The WIB MIS Certification Unit will be responsible for eligibility determination. We hope to assign an Eligibility Technician to each program who will be responsible for accessing County records and have access to Chicago for Selective Service. Externally, you will be responsible for school district accessibility through your Educational partners. Nothing is concrete at this point.

Q: Will we require participants to bring documents for certification?
A: The WIB MIS Certification Unit will assist in accessing information for certification, e.g. TANF, SSI, selective service and UI records through EDD. We are working on developing a process and hope to provide these services by mid-March 2001 or the contract start date.

Q: How will monitoring on follow-up be done?
A: We do not know at this time. The State may develop criteria for follow-up or we may be required to monitor follow-up activities as the local grant recipient.

Q: Should the 30% of funds spent on out-of-school youth be reflected in the budget?
A: The 30% of funds must be accounted for separately in the fiscal records.

Q: What is the difference between mandatory versus required program elements?
A: Eight (8) program elements are required to be available and accessible to all participants. Follow-up must be provided to all participants and summer employment opportunities must be provided as an activity, not necessarily to all participants, but to some especially younger youth.

Q: What is the rationale for having 3 goals in one year?
A: To spend enough time to perfect the attainment.

Q: Should collaborative proposers be prepared to do oral presentations at the funding hearings?
A: Collaborative proposers should be prepared to answer questions from the Council and the Board. An oral presentation is optional.

Q: For the ACCESS / Eden Area collaborative, who signs the RFP as the authorized signatory?
A: Dorothy Chen, WIB Director may sign the RFP for the ACCESS / Eden Area collaborative as the One-Stop partner.

Q: What is the definition of linkage?
A: Linkage is an informal understanding between entities for the exchange of goods and/or services. A linkage would not require a formal agreement or
documentation of roles and responsibilities.

Q: On page 4 letter C. of the RFP application, what does “other involvement” mean?
A: “Other involvement” would mean a participation in the delivery of services within a particular collaboration which may create a partiality toward that collaborative.

Q: What is the length of this program?
A: This program will fund collaboratives through the year 2003.

Q: Will the 30% funds required for out-of-school youth be required for each grant awarded or deducted from the total allocation for this program?
A: The 30% of available WIA funds required for out-of-school youth will be taken out of each grant awarded to collaboratives.

Q: Will follow-up services be required monthly or quarterly?
A: Follow-up will be required for a minimum of 12 months after exiting the program.

Q: Can programs register new participants during the third and final year of the program?
A: You could have new entrants in your program in the last year.

Q: Are there cycles for registering youth in this program?
A: There are no required cycles for registering youth. They can enter the program at any time.

Q: Suppose a participant decides not to participate during the summer months. Is this allowed?
A: No. If a youth does not want to participate in a year round program, maybe another program is more suitable for this person.

Q: Can program funds be used for college tuition and books for youth wanting to go to college?
A: If the sole purpose of a youth participating in this program is to receive financial assistance for college, they probably do not need this program.

Q: Are program participants basic skills deficient if their ability to read, write, solve problems is at the 9th grade level?
A: An individual is considered basic skills deficient if they are unable to compute or solve problems, read, write, or speak English at or below the 8th grade level. (See glossary of terms for the definition of Basic Skills deficient)
