SUBJECT: Local Training Vendor Eligibility
Purpose of the Bulletin:
The purpose of this bulletin is to provide the Program Operators criteria for Individual Training Accounts (ITAs) when using other federal or state discretionary funding, excluding WIA Formula Grant Streams. To assure consistency in the quality of training, the Alameda County Workforce Investment Board at their meeting on March 10, 2011, established a “Local Training Provider Eligibility Policy”.

Workforce Investment Act of 1998 SEC. 122. IDENTIFICATION OF ELIGIBLE PROVIDERS OF TRAINING SERVICES
Background:
The state allows a Local Workforce Investment Area (LWIA) to develop a policy for Governor’s 25% or 15% funds, National Emergency Grant (NEG) funds, etc., that requires all, but certain training providers, be listed on the ETPL, until such time as the Employment Development Department (EDD) sets its own policy that ALL training entities be on the ETPL.
Action:
The Alameda County Workforce Investment Board designates each Program Operator for Adult, Dislocated Worker, and Youth Programs, including special projects for target or industry groups to provide ITAs for WIA eligible participants when appropriate. Under the Workforce Investment Act Adult and Dislocated Workers Formula-Funded programs, a training vendor must be on the California Eligible Training Provider List (ETPL) to be qualified to receive WIA funds to train WIA eligible Adults or Dislocated Workers.
Training providers funded with other state or federal discretionary grants ,including National Emergency must meet the following criteria:
1. Be on the State of California’s Eligible Training Provider List (ETPL); or 2. Be a Public Education agency; or 3. Be specifically named in the grant application.
