SUBJECT: WIA Monitoring for the One-stop Delivery System

Purpose of Bulletin:

This is to inform you the Workforce Investment Act (WIA) monitoring procedures for the one-stop delivery system. The local Workforce Investment Board (WIB), in partnership with the Chief Elected Official (CEO) must develop plans and procedures for the monitoring of subrecipients; oversight of the one-stop delivery system, vendors, and other program operators. Although monitoring systems are developed by WIB staff, they must comply with the requirements stated in the WIA and all associated regulations and OMB circulars. Monitoring of the one-stop delivery system will be implemented sequentially in that a review various of components will conducted by WIB staff either onsite or as part of a desk review. Staff will monitor such things as Core A/B services, job seeker flow and employer services; language access, nondiscrimination and equal opportunity policies and procedures. In addition, staff will review local MOU’s, partnership activity as it relates to the delivery of WIA Title I services, WIA enrollments, customer satisfaction, fiscal systems, and WIA expenditures. The monitoring system also includes routine and periodic reviews of items required as part of the WIB’s contracts. All monitoring tools utilized by WIB staff are standardized. WIB staff will comply with monitoring protocols established by the State.

A separate bulletin will be sent describing the fiscal monitoring system.

The Governor or the State may require additional monitoring activities.

Policy & Procedures:

Each one-stop operator will be monitored for compliance with both WIA programmatic and fiscal requirements on an annual basis.

WIB staff will inform the one-stop operator and/or fiscal agent in writing and transmit the monitoring tool not less than 10 days prior to the scheduled date. Results of the monitoring will be communicated in writing and will include recommendations for corrective action if necessary. The one-stop operator and/or the fiscal agent will have an opportunity to respond in writing to their monitoring report(s). Corrective action plans requested by the WIB will include a reasonable timeframe and date for follow-up. WIB staff will communicate closure to issues successfully resolved.
