SUBJECT: STATE APPROVED LOCAL TRAINING (SALT) FUNDS
Purpose of Bulletin:
This bulletin establishes the Local Workforce Investment Board policy on the usage of SALT funds.

The State Approved Local Training (SALT) Funds are available for capacity building activities for WIB members, Youth Policy Council, One-Stop operators, One-Stop partners, Youth Collaboratives, and WIB staff. Each year the WIB receives SALT funds to send staff, board members, and program operators to various State-sponsored meetings, workshops, conferences, seminars, etc. These funds may not be used for out-of-state travel, management information systems, administrative costs, or staff benefits.
Due to the limited amount of funds we receive each year and the large number of training requests from our program operators, the WIB staff will only pay the registration fees for conferences, seminars, training workshops, etc. All travel, hotel expenses, and per diem costs will be the responsibility of the WIA program operators. The WIB staff will inform program operators of approved SALT activities and coordinate the registration and payment of training requests. The procedures for submitting requests for training paid out of SALT funds are as follows:
· Submit a copy of the training announcement to your assigned program liaison with a list of the name(s) of staff to be registered for training. · The program liaison will forward the request to the SALT coordinator who will verify that sufficient funds are available. · If funds are available, the SALT coordinator will contact the program operator and request the social security numbers of staff to be registered for training. · WIB staff will register program operators’ staff for conferences, training, workshops, etc. and pay registration fees.
