TO: All One-Stop Career Centers

SUBJECT: WIA OJT/ITA Training Funds “Checkbook”
Purpose of Bulletin:
The purpose of this bulletin is to inform One-Stop Career Center Managers and Staff as to the new procedure to track and report OJT/ITA voucher requests, approval and payments.
Procedure:
A web based tracking system (Checkbook) has been set up for WIA training funds taht are administered by the Oakland Private Industry Council (OPIC). OJT's, ITA's etc. will be tracked in the "Checkbook". To get into the checkbook for now you need to go to http://www.acwib.com .
The system will show in real time by Grant: Beginning Balance $$$$$$ Current Balance $$$$ Transactions to Date: Recipient SSN Vendor Amount Training Processed Paid This system will allow staff to see funding available, date request was submitted, date OPIC processed request and date OPIC sent payment to vendor.
There are different levels of access.
1. Staff will be able to "VIEW". View Transactions Here, staff can view reports for grants assigned to your center.
2. Managers will have "REGULAR" access. "REGULAR" access is needed to: Add Transactions: Select a grant to add a transaction. After selecting the grant, all previous transactions for that grant can be viewed. The beginning amount and the remaining balance of the grant can be viewed. The form to enter a new transaction is provided at the top of the page for convenience. The most recent transaction is displayed at the top of the report. The Remaining Balance of the grant is calculated after adding a new transaction.
3. OPIC will PROCESS requests. Process/Pay Transactions Select a grant to process/pay one or more transactions. Each transaction has a link to 'Process' or 'Pay'. If the transaction hasn't been processed yet, you will not see the link to 'pay'. Instead, it says 'Not Processed Yet'. To process the transaction, simply click on the word 'Process'. Once the transaction is processed, Processed Date and the link to 'Pay' will appear for that transaction. Click on 'Pay' to indicate that the transaction has been paid.
Information and Inquiries:
David Harkess is the "ADMINISTRATOR" and as such he will be the only one who can edit, amend, delete or changes of any kind.

Current funding levels for Training (DW and ADULT) have been entered. Any new training requests should be entered into the "Checkbook". We need to start using it now to work the bugs out before July 1,2002.
