SUBJECT: Direct Referral: Exceptions to the Steps to Success Process
Purpose of Bulletin:
EASTBAY Works (EBW) has established a common way for customers to flow from core to intensive to training services in the one-stop career centers regardless of their eligibility. The Alameda County Workforce Investment Board (WIB) transmitted the procedures in Action Bulletin #3. It includes “Steps to Success”. The standardization of the client flow guarantees that customers will receive a minimum of job seekers services that the EBW Partnership determined necessary. A customer’s WIA eligibility for targeted programs is determined through the sequence of services. This process is consistent with WIA regulations that eligibility be determined at each service level.
Recently, our local partnership requested that WIB staff consider certain exceptions to the Steps to Success model. On 5/31/01, WIB staff conducted a focus group of the partners and agreed to develop procedures for a “direct referral” out of core to intensive services. Based on the group’s input, the following are acceptable reasons for a direct referral:
1. Partner Agency co-Enrollment Job seeker is enrolled in a One-Stop Career Center System partner funded program, and can benefit from coordinated WIA funded services.
2. NAFT/TAA co-Enrollment Job seeker is enrolled in NAFTA/TAA funded training, and can benefit from coordinated WIA funded services.
3. Pending On-the-Job (OJT) Contract Job seeker is pending an On-the-Job training opportunity either employer, program, or self-initiated.
4. Limited English Language Proficiency Job seeker is limited in English language proficiency as determined by standardized test scores, social service records, school records, and/or documented source.
5. Deficient in Basic Literacy Skills Job seeker is deficient in basic literacy skills as determined by standardized test scores, social service records, school records, and/or other documented source.
6. Occupational Obsolescence (Plant Closure) Job seeker was laid off due to plant closure, and Job seeker skills are obsolete, and Job seeker is unlikely to return to the same or similar occupation
7. Other Barriers Job seeker has other identifiable barriers that preclude completion of the Steps to Success process prior to WIA enrollment.

Procedure:
The one-stop career centers may document a “direct referral” from core to intensive services and register a job seeker prior to his/her completing Steps to Success. However, all registered job seekers must complete Steps to Success prior to exiting the program.
Action:
When using the direct referral process, ACCESS One-Stop Career Centers must follow the new procedures outlined in the WIA Eligibility TAG. Please refer to page 12 for a list of acceptable documentation. Please share this information with the appropriate staff and partners.
