SUBJ: 1. Revisions to the Youth Technical Assistance Guide (TAG) 2. Update to the Eligibility Determination Verification Procedure
Purpose of Bulletin
To inform the Youth Collaborative(s) of changes in:
1. The Income Guidelines 2. The Document Checklist 3. The School Letter 4. The Selective Service Registration Process for 17 year old applicants
This bulletin provides insert and replacement pages for your local copy of the TAG to use in the process of eligibility determination.

Policy
WIA eligibility determination must comply with State and Federal guidelines. The following procedural items will assist your program with eligibility determination for youth.
Procedure
1. Income Guidelines The Employment Development Department WIA Directive WIAD01-1 issued the 2001 70 percent Lower Living Standard Income Level (LLSIL) published by the Secretary of Labor on May 9, 2001 and the 2001 Poverty Guidelines published by the federal Department of Health and Human Services (HHS) on February 16, 2001. The guidelines are to be used in establishing income eligibility. Replace page 32 of the TAG.
2. Document Checklist Expands the documentation options that establish identify for Youth applicants under Section B of the Right to Work eligibility section of the document checklist. Youth can now provide School letters, transcripts or report cards to establish identify. Revised document checklist attached. Replace page 42 of the TAG.
3. School Letter Provides a sample school letter format to be copied onto the Youth Collaborative letterhead and used to verify information for Youth applying for WIA funded services. The school letter can establish identity, residence, age, disability, and basic skill deficiency. The letter requires the signature of an authorized school representative to be valid for documentation of eligibility and must be included in the eligibility case file. Sample School Letter attached. 4. Selective Service Registration Process Male Applicants < 18 Years Male applicants who have not yet attained the age of 18 at the time of application must register for Selective Service when they turn 18 and forward proof of registration to the Certification/Information Processing Unit (C/IPU). C/IPU will send reports identifying youth that have turned 18 years of age during enrollment and who must register to remain enrolled. General Eligibility Criterion for Selective Service attached. Replace page 12 of the TAG.
Action
The Youth Collaborative must determine and maintain WIA eligibility documentation and verification in the case file that is sufficient to guard against serving ineligible applicants.
The new procedures are effective immediately. Please share the information with appropriate administrative and program staff, and update their TAG with the latest pages.
