Purpose of Bulletin

This bulletin alerts all the One Stop Career Centers, the Youth Collaboratives, and the Employment Development Department that the Alameda County Workforce Investment Board (WIB) is transitioning from using the Occupational Employment Statistics (OES) job coding system to using the O*NET job coding system effective Monday, January 7, 2002 for tracking and reporting application, enrollment, exit and follow-up for WIA participants.

The O*NET system is Online at http://online.onetcenter.org
O*NET is a comprehensive database of worker attributes and job characteristics with the following features and functions.
· O*NET-SOC classification system - occupation codes, titles, and definitions compliant with the Standard Occupational Classification (SOC) system.
· Web-based - which means new data, features, and functionality can be added without the user having to buy or download anything.
· Accommodation features and information to assist in counseling people with disabilities and in using O*NET Online.
· Enhanced search capabilities. O*NET Online has a look and feel that make it easy to learn and use. New features and functions will be added frequently, based largely on suggestions from O*NET Online users.
Procedure
Job title classification occurs on four (4) of the Management Information System (MIS) forms used to track application, enrollment, exit and follow-up of Workforce Investment Act (WIA) participants.
1. On the WIA application form (EWIR) job title classification occurs in Box 87, Job Code at Dislocation. This box is used to track the dislocation job code of a participant at time of application.

2. On the WIA enrollment/registration form (EWIE) job code classification occurs in Box 12, job code/job description. This box is used to track the job code when a participant enrolls into a training activity.

NOTE: O*NET has a useful crosswalk option to convert the I-Train occupation code of a vendor’s course to the correct O*NET code for training activity reporting on the MIS form.

3. On the WIA exit form (EWIT) placement job code classification occurs in Box 17, job code/job title. This box is used to track the placement job code when a participant exits with an Entered Employment (01) exit code.

4. On the WIA Follow-up Contact Information form (EWIF) job code classification occurs in Box 26, job code. This box is used to track job code when a participant, at time of follow-up, is employed with a new employer.

The 8-digit O*NET job codes will be used to populate the aforementioned boxes on each form. The codes are required to enter MIS data into the WIA client tracking and reporting system (JTA).

Action

The One Stop Career Centers, the Youth Collaboratives and the Employment Development Department will instruct their intake workers and case managers to access and use the O*NET Online job title classification system to complete the MIS forms effective January 7, 2002.
