SUBJ: Revisions to the WIA Youth Eligibility Determination Verification Procedure Technical Assistance Guide (TAG)
Purpose of Bulletin
There have been several procedural changes and updates regarding the customer eligibility procedures for the WIA Title I Youth program. This bulletin accompanies a replacement Technical Assistance Guide (TAG) to use in the process of eligibility determination.
Definitions and Procedures
Residency Waivers All participants must reside within the Alameda County Workforce Investment Area, excluding the City of Oakland. The Youth Collaborative serves youth from their service area (based on residential address). Waivers are allowed, especially for out-of-school youth who are transient or for youth who attend a school outside their city of residence. The Youth Collaborative requesting to serve a Youth who resides outside of their service area must gain permission from the Collaborative who would normally serve the youth participant based on residence. The Residency Requirement Waiver Form is included on page 52A of the TAG.
Offender Residence If a youth is incarcerated, residence for participation in the program is based on the address the youth will return to upon release, not the address of the facility of incarceration. The intent is to serve youth who will/do reside in the LWIA. The Offender Residence Form is included on page 52B of the TAG.
Barriers Checklist Update The definition of eligible youth, on page 6 of the TAG, includes a requirement that the youth has “one or more barriers” to success. One of the barrier options is: “An individual who requires additional assistance to complete an educational program, or to secure and hold employment”. The Workforce Investment Board (WIB) defined this barrier to include a youth who: “has unstable living conditions to complete an educational program; or lacks familial support to complete and educational program or secure or hold employment.” Eligibility documentation to support these barriers is listed on page 28 of the TAG and on the updated Barriers Checklist on page 52 of the TAG.
Batch Log Revision All eligibility files and MIS forms submitted for review or data input must be recorded on a Batch Log. Submission of a Batch Log ensures that your record of files/forms submitted match the WIB record of files/forms received. The revised Batch Log is on page 40 of the TAG.
Action
The Youth Collaborative must determine and maintain WIA eligibility documentation and verification in the case file that is sufficient to guard against serving ineligible applicants.
The new TAG, forms and processes are effective immediately.
