SUBJECT: Job Seeker Flow in the One-Stop Career Center System from Core to Intensive to Training Services
Purpose of Bulletin:
The ACCESS System, composed of the one-stop career centers serving Alameda County Workforce Investment Area, has established a common way for job seekers to flow from core to intensive to training services regardless of their eligibility. The Alameda County Workforce Investment Board staff is transmitting the procedures as an attachment to this bulletin. The standardization of the job seeker flow provides an equitable way to determine when job seekers should receive additional services. A job seeker’s eligibility for targeted WIA programs is determined through the sequence of services.
This bulletin is being revised in the following ways:
· The Steps to Success have been simplified. · The Steps to Success are optional for the Direct Referrals. · The Barriers to Employment Success Inventory is no longer a requirement. Any barriers assessment tool may be used. · The family budget is to be determined using the assessment choice of the career counselor. The Family Budget form is no longer a requirement.

Action:
The one-stop career center site managers shall transmit the action bulletin to the appropriate one-stop career center staff for implementation. The appropriate forms are to be included in each of the job seeker case files as part of the case management system.

ALAMEDA COUNTY WORKFORCE INVESTMENT BOARD
To determine if the job seeker is able to obtain employment through Core A, each job seeker must complete one of the following items listed below and a copy of the referral form must be in the case file.
Core A Services

MOVING FROM CORE A SERVICES TO CORE B SERVICES
For job seekers unable to find employment through Core A services, they may participate in Core B services after a staff evaluation and referral. Staff will consider whether the job seeker could succeed utilizing Core A services or would have a reasonable expectation for success utilizing Core B services.
Core B Services
During Core B, the job seeker will address any barriers using group activities or staff assisted services available. If the job seeker did not have barriers in an area, put N/A.

MOVING FROM CORE TO INTENSIVE SERVICES
In order to move from Core B Services to Intensive Services, job seekers must meet the following requirements:
Employment Criteria:
· Are unemployed and unable to obtain employment through core services and has been determined to be in need of intensive services
OR
· Are employed but in need of intensive services to obtain or retain employment that allows for self sufficiency
Eligibility Criteria:
· According to the Workforce Investment Act, if funds are limited, priority is given to recipients of public assistance and other low-income individuals. The local board and the governor may direct the one-stop operators about the priority of services.
· Complete an initial screening for eligibility for all of the partner programs including the Workforce Investment Act
Other Criteria:
· Complete the Core A and Core B activities
· Meet with one-stop staff to discuss how intensive services may benefit the job seeker and to determine suitability of the job seeker
· Complete and submit the Staff Assisted to Intensive Services Determination form with the first enrollment into Intensive Services. Retain a copy in the case file.

Intensive Services
To determine if the job seeker is able to obtain employment through Intensive Services, each job seeker must complete the following items listed below and a copy of the assessment and Individual Employment Plan must be in the case file:

To apply for education and training services, the job seeker must have:

___________________ Completed an objective assessment of skills and aptitude level, interests and preferences, and exercised customer choice
___________________ Completed a performance appraisal of several schools, using the I-Train vendor system
__________________ Conducted an informational interview, job shadowing, labor market research, or incumbent interview in a field of interest
___________________ Indicated in the case file that the family budget has been discussed with the job seeker and that the family has addressed self-sufficiency.
___________________ Visited school, toured the facility, and talked to current students
To move from Intensive Services to Training Services, job seekers must meet the following requirements:
Employment Criteria:
· Are unable to obtain or retain employment through intensive services
Eligibility Criteria:
· Met eligibility under the Intensive Services and are unable to obtain or retain employment through the Intensive Services
· Are determined to be in need of training
· Have skills and qualifications to successfully participate in the selected program
· Want training for a job where there is a demand for workers
· Are unable to receive other training grants
· Determined eligible under the priority system

Other Criteria:
· Completed the Intensive Services
· Met with one-stop staff to discuss how training services may benefit the job seeker and to determine the suitability of the job seeker
· Complete and submit the Intensive Services to Training Services Determination Form with the enrollment into Training Services. Retain a copy in the case file.

Direct Referral Form Exception to Steps to Success
Issues Precluding Completion of Steps to Success Prior to WIA Enrollment

6. Occupational Obsolescence for Dislocated Workers Job seeker was laid off due to plant closure or reduction on workforce, and Job seeker skills/transferable skills are obsolete, and Job seeker is unlikely to return to the same or similar occupation per LMI data.
