ANNOUNCEMENT FOR UPCOMING RFP (North Cities)
ANNOUNCEMENT FOR UPCOMING REQUEST FOR PROPOSALS (RFP) for One-Stop Career Center Services for North Cities Region (Albany, Berkeley, Emeryville and Piedmont)
On Wednesday, October 9, 2002, the Alameda County Workforce Investment Board (ACWIB) will issue an RFP to establish a contract for a One-Stop operator to provide a full-service One-Stop Career Center to clients residing in the North Cities Region (Albany, Berkeley, Emeryville and Piedmont) of our Local Workforce Investment Area (LWIA).
A full-service One-Stop provides one source for information and services for employers and job seekers. Services for job seekers includes: job leads, labor market information, referral to support services and information, Internet access, workshops on many employment topics, guest speakers, assessment, referral to training, small business workshops, job clubs, and more. Equipment such as computers, faxes, and phones are available as well. Services for employers include pre-screened job seekers, EDD access, rooms available for employer use, on-the-job training, information on financial incentives, a community resources network, Internet information and more.
One-Stop operators are mandated to have formal partnerships with all the following agencies and services in their local area: Employment Development Department, unemployment insurance, NAFTA/TAA services, veterans employment, adult literacy programs, Carl Perkins Post Secondary, community services block grant, HUD employment & training, Job Corps, vocational rehabilitation, older worker services, TANF programs and economic development services.
These services must meet all the requirements of and be fully in compliance with the Workforce Investment Act (WIA) of 1998, the Alameda County LWIA’s Five Year Strategic Plan, the current bylaws, policies and procedures of the ACWIB, and the Alameda County Social Services Master Contracting process.
This RFP will announce the availability of up to $335,000 in State WIA funds for services towards specific client performance goals beginning on January 1, 2003 and ending June 30, 2004 (18 months.) These contracted services will be renewable with the selected operator on an annual basis subject to successful performance and funding availability.
