ANNOUCEMENT for Request for Proposals for Follow-Up Survey Under The Workfoce Investment Act of 1998

Dear Interested Party:
The Alameda County Workforce Investment Board (WIB) is requesting proposals from agencies interested in developing and implementing a follow-up survey system for the job seekers who exit from the Workforce Investment Act adult and dislocated worker services. The WIB has set aside a maximum of $100,000 to survey a range of 150 – 250 adults and 450 – 650 dislocated workers who received services at any of the six one-stop career centers located in Alameda County.
The scope of the work covers three areas:
1) Initial System Development and Maintenance in which the contractor would be responsible for:
· The development of a communication system with the one-stop career centers; · A campaign to inspire job seekers to respond to the follow-up phone calls; · The development of the survey; · A system to conduct the phone calls; · A system to report the results of the follow-up phone calls to the one-stop career centers and the ACWIB staff; and · Training of contractor staff.
2) Completion of the paperwork required for 100% of the job seekers; and
3) Successful completion of interviews of 70% of the job seekers.
A Request for Proposal for the Follow-Up Survey Contractor will be released at the ACWIB Offices on Monday, October 14, 2002. It will be posted on the Alameda County Workforce Investment Board website located at www.acwib.org
A Bidders Conference will be held on Thursday, October 17, 2002 from 1:30 p.m. until 3:30 p.m. to cover the requirements for preparing a proposal and to answer questions. The Bidders Conference will be held at:

A Bidders Conference will also be held via conference call on Wednesday, October 16, 2002 from 1:30 – 3:30 p.m. Please contact Jane Myers before 10:00 on Wednesday, October 16, 2002 if you would like to be included in the conference call. Up to six interested vendors will be able to participate. Therefore, vendors not located in the local area will be given priority if more than six vendors call to participate.
The proposal is due by 5:00 pm on Tuesday, November 12, 2002.
