QUESTIONS & ANSWERS SUMMARY FROM BIDDERS’ CONFERENCE

Only the questions from attendees of the conference that could not be directly answered by referencing the RFP document are listed below:


QUESTION: What happens to the funding recommendations if there is no quorum for the following meetings: Operations Committee, scheduled for December 2, 2002 (40% members attending), or the Workforce Investment Board (WIB), scheduled for December 12, 2002 (50% plus 1 attending)?

If there is no quorum at the Operations Committee, the WIB can take the funding recommendation up directly. If there is no quorum at the WIB, the item will be taken up at an Ad-Hoc meeting or the next scheduled WIB meeting.

QUESTION: Is the contract to be awarded, a cost-reimbursement contract?

Yes, invoices will be paid out monthly, based on budget line-item expenditures. However, the contractor is responsible for all performance targets, including enrollments and exits, as described in the Scope of Services, and will be expected to spend appropriately to ensure all targets are met in a timely manner.

QUESTION: Do participant training costs, including On-The-Job training, come out of the contract to be awarded?

No, funds to pay for training come from a separate account managed by the system.

QUESTION: Will the selected operator receive any computers or training equipment from the current operator (City of Berkeley)?

At this time, all proposers should assume that NO computers or training equipment will be transferred and should reflect any computer or equipment costs in their proposal budgets. However, an inventory of all assets purchased with WIA funds by the current operator will be conducted during the “transition period” from January 1, 2003 to January 31, 2003 to determine if any assets can be transferred to the new provider.
