TO: One-Stop Career Centers Site Managers

SUBJECT: Geo Code Tracking Requirement - Priority of Service - Residency Adult and Dislocated Worker Programs
PURPOSE OF BULLETIN: The purpose of the bulletin is to provide information and instructions for geographical code tracking of residency for the Adult and Dislocated Worker programs in conjunction with the Priority of Service – Residency (Action Bulletin AB #-23 Effective 9/30/02). Geo Code tracking requirements will not apply to discretionary grants.
BACKGROUND: At the September 12, 2002 meeting, the Alameda County Workforce Investment Board approved a Priority of Service – Residency for:
1. Adults and Dislocated Workers who, on the date of application, reside within the EASTBAY Works Regional Area (Alameda County and Contra Costa County inclusive). Or 2. Dislocated workers laid off, due to substantial layoff or plant closure, from a facility located within the EASTBAY Works Regional Area (Alameda County and Contra Costa County inclusive). Or 3. By exception, Adults and Dislocated Workers, who on the date of application, reside outside the EASTBAY Works Regional Area (Alameda County and Contra Costa County inclusive). Exceptions require a Site Manager or designee signature and will be on a case-by-case basis.
Geographical codes identify, by local Workforce Investment Area (LWIA), where customers reside or worked. Alameda County Workforce Investment Board (AlaCoWIB) is then able to review service distribution among the One Stop Career Centers. The following geo codes are to be used in Box 13 when completing an initial application for WIA enrollment.
A Geo Code applies when: (1) The customer resides in a City within an EASTBAY Works Geo Code group, or (2) The customer was laid off due to substantial layoff or plant closure, from a facility located in a City within an EASTBAY Works Geo Code group, or (3) The customer has been approved for enrollment by exception of the One Stop Site Manager, then use Geo Code 3000.

CUSTOMERS WITH RESIDENCY EXCEPTIONS 3000 Those who do not reside in the EASTBAY Works regional area, nor where laid off from a plant facility located within the EASTBAY Works regional area, but who have been approved for enrollment into WIA programs by a One Stop Career Center Site Manager or designee.
EXCEPTION POLICY
The Exception Policy, with Site Manager or designee approval, allows provision of service to customers who reside outside the EASTBAY Works Regional Area on a case-by-case basis.
1. Residency outside the EASTBAY Works regional area must be documented. 2. The One Stop Career Center Site Manager, or designee, must initial and date the residency box on the Document Checklist to indicate that they are approving the waiver of residency for this particular customer. 3. Case files received by the Certification/Information Processing Unit without Site Manager approval will be returned to One Stop intake worker for site manager signature before completion of eligibility certification.
