SUBJECT: Reported Date of Exit and Date of Completion


PURPOSE OF THE BULLETIN

The purpose of this bulletin is to provide an updated MIS reporting requirement. The completion date of the last service on the Enrollment Form (EWIR) must be the same as the date of exit on the Exit Form (EWIT).

BACKGROUND

On May 23, 2003, the State Workforce Investment Division, Performance Management Unit instituted a JTA change that requires the exit date to be the same date as the completion date of the last service. The change in JTA is based on language in the Federal Training and Employment Guidance Letter (TEGL) 7-99 Section 4D, Performance and Accountability Framework that states:

The exit date is the last date of WIA funded or partner service received (except follow-up services).

This is a procedural change for our Local Workforce Investment Area (LWIA). In the past, our local interpretation of this TEGL 7-99 language was that an exit date needed to be within 90 days of the completion date of the last service. Now the Exit data cannot be entered into JTA unless the dates match.

POLICY/PROCEDURE/DEFINITION

Upon receipt of the EWIR with completion dates and the EWIT, MIS staff will verify that the completion date of the last WIA funded or partner service matches the exit date.

Therefore, the customer must be retained in at least one (1) WIA funded service until the date of exit.

Using the exit strategy method this means that:

· The former 90-day period prior to exit is now considered a service like follow-up counseling calls to ascertain whether a customer has passed the probationary period on a new job.
· The service must be reported on the enrollment form as either an extension of Intensive Case Management, or as a new service like Staff-Assisted Core Follow-up, Counseling or job development.
· MIS is not mandating which service category is used, just that the last date of at least one (1) service matches the exit date.
· Case notes must be through the date of exit for audit purposes.

ACTION

1. Continue to use the Exit strategy of reviewing case files on a quarterly basis.
2. Use an exit date within the last month of each quarter to maximize Entered Employment and Credential Rate performance outcomes.
3. Ensure that the exit date matches the completion date of the last WIA funded or partner service.
