SUBJECT: Priority of Service - Residency Adult and Dislocated Worker Programs
PURPOSE OF BULLETIN:
The purpose of this bulletin is to provide information and instructions for implementation of redefined Priority of Service – Residency requirement for the Workforce Investment Act (WIA) Title I Adult and Dislocated Worker programs. Residency requirements will not necessarily apply to discretionary grants or programs.
At the May 13, 2004 meeting, the Alameda County Workforce Investment Board (WIB) adopted a new Residency Policy that states:
1. Resides in the Alameda County Workforce Investment Area or 2. Works in an employer facility located in the Alameda County Workforce Investment Area or 3. Has worked (during the last 6 months) in an employer facility located in the Alameda County Workforce Area. 4. Allow an exception to the new policy on a case-by-case basis for extraordinary circumstances. 5. Implement new policy beginning July 1, 2004.
The Alameda County Workforce Investment Area includes the 16 cities of: Alameda, Albany, Berkeley, Castro Valley, Dublin, Emeryville, Fremont, Hayward, Livermore, Newark, Piedmont, Pleasanton, San Leandro, San Lorenzo, Sunol, and Union City, including the unincorporated areas of Ashland, Cherryland and Fairview.

BACKGROUND:
In June 2001, the WIB determined that residency would no longer be a requirement for intensive and training services and would be considered only when funds are limited. This “no residency” policy allowed for increased flexibility and greater customer choice. (Attachment VI.F.1.) The Workforce Investment Act allows local boards to establish it’s own set of priorities.
In September 2002, the WIB reconsidered again when the September 11th tragedy occurred and the economy of California drastically changed the demand for services. Several of the other local Workforce Investment Areas (LWIAs) within the greater Bay Area, such as San Jose WIB, San Mateo WIB, and the NOVA Consortium exhausted their training funds early in the program year, due to labor demand. They began referring customers to our One Stop Centers because Alameda County WIB has no residency requirements. In an attempt to balance service to eligible customers residing within our local area, or who have been laid off from facilities located within our local area, WIB staff recommended the changes in the residency policy.
In January 2004, the WIB staff began looking at the distribution of, particularly, training dollars across EASTBAY Works to determine usage by customers who live or work outside the Alameda County Workforce Investment area. It was determined that approximately 30% of the customers were outside our area, but within the EASTBAY Works area.
WIB staff then canvassed our neighbor WIB’s to determine the proportion of their own WIB dollars were set aside to train their service area residents. It was found that they were not proportioning a like amount and therefore, our service area dollars were being used to serve other WIB residents. This seemed to be disadvantageous to Alameda County service area residents especially as WIA Title I dollars dwindle.
ELIGIBILITY REQUIREMENT:
Documentation of Residency for Adults and Dislocated Workers who reside in, or works in, or have worked in (during the last 6 months) in the Alameda County Workforce Investment Area will be required as part of the eligibility intake process and included in a complete case file.

Residency documentation will be required upon submission of new eligibility intake files to the Certification/Information Processing Unit (C/IPU) as of Thursday, July 1, 2004. Files in process will be subject to current residency requirements.
CRITERION ACCEPTABLE DOCUMENTATION RESIDENCYResidency Priority –All enrolled registrants must reside in or works in or has worked in (last 6 months) in the Alameda County Workforce Investment Area.NOTE: The listed items of documentation are acceptable for any individual listed on the grant.For the purpose of this section, “Current” is defined as, “issued no more than 30 days from the date of application or the most current for the type of document. -Un-expired California Driver’s License or State ID with applicant’s address, at time of application, pre-printed on the front, or on the back with the DMV “Change of Address Notification” stamp. -Social Services Printout for any applicant who is an eligible family member on an active case.-Current bill or statement (utility, medical, financial institution)-Current School Letter -Current Rent Receipt with pre-printed address and name and phone number of landlord or property manager. -Current Shelter Letters for homeless residency-Current Employer Letter, pay stub, or Lay Off notice-Current EDD Printout with Applicant or Employer Address-Lay Off or Separation Papers with Employer Address-Warn notice with employer address and employee check stub or employee ID-General announcement of closing with employer address and employee check stub or employee ID
EXCEPTIONS TO THE POLICY
Exceptions to this policy will be granted, with WIB program liaison approval, to allow for the provision of service to customers who reside outside the Alameda County Workforce Investment Area (on a case-by-case basis for extraordinary circumstances).
1. Residency outside the Alameda County Workforce Investment area must be documented. 2. The One Stop Career Center Site Manager, or designee, must submit, in writing, a request for exception to the WIB program liaison. A copy of the program liaison approval response must be in the eligibility file upon submission for eligibility review. 3. Case files received by the Certification/Information Processing Unit without program liaison approval will be returned to One Stop intake worker before completion of eligibility certification.
