Purpose of Bulletin:

This bulletin issues the 2003 70 Percent Lower Living Standard Income Level (LLSIL) published by the Secretary of Labor on May 30, 2003, and the 2003 poverty guidelines published by the federal Department of Health and Human Services (HHS) February 7, 2003.

Policy:

The LLSIL and poverty guidelines are used to establish low-income status for Workforce Investment Act (WIA) Title I programs. Local Workforce Investment Boards (LWIB) need the LLSIL to determine eligibility for youth, eligibility for employed adults under priority of service, defining self-sufficiency, and for the reauthorization of the Work Opportunity Tax Credit.

Action:

WIA Title I program operators are responsible for using the LLSIL and poverty guidelines as appropriate to establish low-income status for eligible applicants.
