SUBJECT: OVERSIGHT AND MONITORING OF WIA SUBCONTRACTORS
Purpose of Bulletin: This Action Bulletin provides the oversight responsibilities of Alameda County WIA Program Operators and provides instructions for monitoring subcontractors providing services to WIA clients.

Policy:
The Alameda County Workforce Investment Board (ACWIB) is required to monitor all subrecipients of WIA Formula Funds, i.e., Adult, Dislocated Worker and Youth. In addition, each funded subrecipient (One-Stop Operators, Youth Programs, etc.) subcontracting with another entity to provide WIA services to eligible clients, is responsible for oversight and monitoring of those subcontractors to ensure that services are provided in compliance with WIA and local policies and procedures and that performance goals are met.
Onsite programmatic and fiscal monitoring of all subcontractors must occur at least once each program year, beginning Program Year 2003-04. Program Operators are responsible for recording findings and ensuring that any needed corrective action has been taken. Copies of all monitor reports must be maintained by the WIA Program Operators and made available for review by Alameda County WIB program and fiscal monitors, and State monitors. All monitor reports must be maintained for three years.
Action:
This bulletin is effective immediately. All WIA Program Operators will comply with this requirement.
