SUBJECT: OVERSIGHT OF PROPERTY- PRIOR APPROVAL, PURCHASING OF EQUIPMENT AND RETENTION
Purpose of Bulletin: This action bulletin provides guidelines and instructions for Alameda County WIA Program Operators in the purchasing of property with a per unit acquisition cost of $5, 000 or more.

Policy:
The Alameda County Workforce Investment Board (ACWIB) and all subrecipients and their lower tier subrecipients who purchase property utilizing WIA grant funds will be required to obtain approval prior to purchase if the purchase exceeds the percribed threshold.
The definitions of property include equipment that is tangible, non-expendable, and has a useful life of more than one year, with an acquisition cost of more than $5,000 per unit. Also included are purchases related to information technology and other durable goods. In order to satisfy federal and State procurement requirements, a formal request must be made in writing to your designated program liaison explaining the nature of the purchase. The purchase request must support the reasons why the purchase is considered reasonable and necessary, and must further explain what procurement methods will be used in the process.
Also required is the maintenance on inventory of all property purchased over $5,000. Inventory lists should support the physical inventory and contain basic information such as the serial number, date of acquisition, and the cost.
Action:
This bulletin is effective immediately. All WIA program operators must comply with this new requirement.
