SUBJECT: Core B Payment Shift from Performance Based to Cost Reimbursement
Purpose of Bulletin:
For PY 2004/2005, the amount of Core B funds allocated to each one-stop career center was significantly increased. This was done to increase the number of WIA registered adult and dislocated worker clients served. To assure that the Core B participants were served, the Core B funds were earned through a performance based payment plan.
After a six months analysis, it has become apparent that since the economy is still sluggish, participants need more time to find employment. This means that the one-stop career centers are not able to access their performance-based funds as quickly as anticipated. The length of the Core B participant involvement is having an unanticipated negative impact on the one-stop career center cash flow. Therefore, one-stop career centers will be able to amend their contracts to be entirely cost reimbursement for the months of January – June 2005.

Procedure:
The Alameda County Workforce Investment Board Contract and Fiscal staff will work with the one-stop career centers to amend their budgets as quickly as possible. More specific instructions will be forthcoming from them.
Action:
The one-stop career centers must amend their contracts to reflect the entire budget as a line item cost reimbursement budget. Once the amendment is processed, the centers can access the Core B funds.
