SUBJECT: Required Self-Directed Job Clubs at Career Centers
Purpose of Bulletin:
The purpose of this bulletin is to require that each one-stop career center implement at least one Self-Directed Job Club per week by March 11, 2005. The purpose of the Self-Directed Job Clubs is to increase the capacity of each center, empower the client, teach the clients to develop individual On-the–Job (OJT) opportunities and raise performance. For PY 2004/2005, each center was contracted to develop twelve OJT opportunities (six for Adult and six for the Displaced Worker Programs). One-stop career center staff were trained and provided instructional materials over a three-day period, September 20 through 22, 2004, by Milt Wright and Associates to establish Self-Directed Job Clubs. How to develop OJT’s was also part of the training session.
After a four months analysis, it has become apparent that many Centers have yet to implement Self Directed Job Clubs and are also struggling to develop OJT’s. This means that the one-stop career centers are not able to meet the OJT performance requirements as stated in their contracts.

Procedure:
The one-stop career centers will schedule weekly Self-Directed Job Clubs to be published on the monthly calendar. Sign in records shall be maintained and copies furnished to the program liaison monthly.
WIB Business Services Unit staff will be available for technical assistance. A monthly networking group for assigned OJT staff from One-Stops will meet with the Workforce Investment Board Business Representatives to discuss progress and issues.
Action:
The one-stop career centers will schedule weekly Self-Directed Job Clubs starting not later than March 11, 2005 which will published on the monthly calendar.
